A high-impact leadership role shaping the future of transport, connectivity and digital infrastructure across Hull and East Yorkshire.
Hull and East Yorkshire Combined Authority (HEYCA) is seeking an experienced Programme Director – Transport & Connectivity to lead one of its most critical and high-profile programmes of work. This role will play a central part in transforming how people and businesses move, connect and access opportunity across the region.
The role
Reporting into the Executive Director of Strategy, Devolution & Operations, you will provide programme leadership for HEYCA’s Transport and Connectivity portfolio. You will be accountable for the successful delivery of a wide-ranging programme, including
- Transition to HEYCA becoming the Strategic Transport Authority
- Local Transport Plan and Key Route Network
- Bus Service Improvement Plans, Enhanced Partnerships and Bus Franchising
- Rail and bus service delivery and engagement with Network North
- Active Travel strategy and delivery
- Electric Vehicle Charging Infrastructure (EVCI) strategy
- Wireless Infrastructure Strategy, digital inclusion and connectivity
- Implementation of the National Cyber Strategy 2022
You will work closely with the Mayor, Strategic Leadership Team, local authorities, operators and national bodies to ensure integrated, resilient and future-focused transport and digital networks.
Key responsibilities
- Lead the planning and operational delivery of all Transport and Connectivity programmes
- Drive the transition to full Strategic Transport Authority powers, including bus services, franchising and concessionary schemes
- Secure reliable, resilient and value-for-money rail and bus services for the region
- Ensure active travel is embedded at the heart of an integrated transport network
- Lead the development and delivery of the Local Transport Plan for Hull and East Yorkshire
- Build and maintain strong partnerships with local authorities, transport operators and national stakeholders
- Lead the delivery of digital connectivity ambitions, including 5G and future networks
- Oversee implementation of the National Cyber Strategy to support secure connected places
- Represent HEYCA at regional and national forums relevant to transport and connectivity
- Provide effective leadership to multidisciplinary Transport and Connectivity teams
- Work collaboratively across the Strategic Leadership Team to align programmes and outcomes
- Act as deputy to the Executive Director when required
About you
You will be an accomplished transport, infrastructure orc onnectivity leader with experience delivering complex, multi-stakeholder programmes at scale. You will bring:
- Strong programme and stakeholder management experience
- In-depth knowledge of transport policy, delivery and governance
- Experience working with local authorities, operators and national bodies
- The ability to balance strategic ambition with operational delivery
- A collaborative leadership style with a strong focus on outcomes
