Castlefield Recruitment are currently working in partnership with Calderdale and Huddersfield Solutions Ltd (CHS), a wholly owned subsidiary of Calderdale and Huddersfield NHS Foundation Trust (CHFT) based in Huddersfield, West Yorkshire.

CHS specialises in delivering Estates, Facilities, Medical Engineering and Procurement services for both Huddersfield Royal Infirmary and Calderdale Royal Hospital, where they serve a local community of 470,000 people. 

The CHS procurement department are responsible for procuring all non-pay spend to the value of £242,070,661.00 in 2022/2023, processing 26,503 purchases orders, managing 195 procurement events, and completing 243 contracts.  The team have recently gone through a workload realignment to create a structured team of non-clinical and clinical procurers/buyers, with internal staff being successful in promotions from Buyers to Assistant Category Managers.  This targeted recruitment drive is to fill the remaining positions to complete the structure that will deliver not only CHS/CHFT non-pay activity but will play a key part in the wider collaborative activity with our neighbouring ICS and WYAAT colleagues such as Mid Yorkshire Hospital, Locala, Bradford Teaching Hospital, Airdale Solutions and Leeds Teaching Hospital. 

CHFT are embarking on an ambitious reconfiguration programme shaping the way patient services are delivered. This includes a new clinical facility and a new multistorey carpark at Calderdale and a new A&E at Huddersfield.  CHS procurement are working closely with all stakeholders to purchase all requirements such as construction services, medical devices and even robots to perform surgery.  It’s clear, no two days are the same and the variety of work will keep the successful candidates busy.  These roles come at an exciting time of our development and offer the right candidates the opportunity to join a fantastic team whose goal is to deliver exceptional procurement and contract services, ensuring value for money for our CHFT customers.

Assistant Category Manager - Estates and Facilities - £33,460 per annum

As the Assistant Category Manager, you will work to deliver procurement and contracting activity within your dedicated category area.  You will work with staff, suppliers, and contractors to deliver procurement activity to source products, goods, and services ethically at competitive prices and ensuring that CHS, the Trust and our partners follow procurement policies, regulations, and best practice, to deliver savings and value for money.

Duties will include;

  • Support relevant category management initiatives and work across divisions were applicable and as directed by the Senior Category Manager and/or Head/Deputy of Procurement and Supplies
  • Renew, rationalise and consolidate procurements and contracts and award new ones in the most cost effective manner
  • Develop strong working relationships with all stakeholders, both internal and external, promoting a culture of shared responsibility for procurement issues within the context of Trust objectives
  • Undertake and ensure robust Tendering and Contracting activity via Atamis in line with SFIs, PCRs and PSR
  • Work closely with the other procurement colleagues and divisional staff to ensure that all aspects of the procurement agenda are covered in support of the Trusts objectives
  • Deliver a wide range of procurement activities, to enable best practice, including running e-tendering via Atamis, e-evaluations and logging information and data appropriately including; maintaining, keeping, and reporting up-to-date statistical and other data, all in line with the Public Contract Regulations 2015, Procurement Act 2024, Provider Selection Regime and local/corporate procurement policies
  • Monitor commercial benefits and status of procurement projects, for example, spend and trend analysis, cost-benefit analysis saving profile - forecast and actual; and may utilise that information to lead procurement decisions, lead supplier reviews and developing reports for other parties, such as the Senior Category Manager or Head of Procurement.
  • Conduct due diligence in supplier sourcing - undertake the pre-qualification of potential suppliers using appropriate tools, including financial stability, insurance levels, technical capacity, sustainability, and ensuring that health and safety policies are in place in line with legislation, the relevant organisational policies and responsible procurement considerations and record findings
  • Coordinate and manage supplier and stakeholder meetings in line with the e-tendering activity thorough to contract award and implementation where relevant.
  • Undertake market research, benchmarking, and stakeholder engagement in order to assist and inform your sourcing process in line with the most appropriate policies on corporate and social responsibilities

Person:

The successful Assistant Category Manager:

  • Best suited for an individual with a Public Sector background
  • The ability to work under national frameworks is essential
  • Experience of detailed analysis of data relating to the review of product use, cost, and savings
  • Great communication and stakeholder management skills are essential
  • An eagerness to develop and progress within procurement is a must
