Head of Human Resources and Recruitment

Castlefield Recruitment is working in partnership with a leading Public Sector organisation based in the North West that requires an experienced Head of Human Resources and Recruitment on a permanent basis. This is a hybrid role with two days per week required on site.

Reporting to the Director of Human Resources, the role will closely collaborate with members of the Human Resources and Recruitment teams, the Executive team, and the Senior Management team. The role is instrumental in developing the organisation’s Human Resources strategy by monitoring performance through effective use of the HR system, and accurate workforce data analytics.

Key responsibilities will include;

  • Optimise HR processes and systems to improve overall efficiency and effectiveness
  • Leverage data and analytics to inform HR decisions and highlight the impact of HR initiatives
  • Continuously update HR policies and procedures to ensure alignment with industry best practices
  • Lead the enhancement and implementation of HR management systems, including new system rollouts, ensuring strong controls over employee data
  • Provide expert advice and guidance on process and system improvements, utilising technology to support and coach HR leadership
  • Set service standards and enhance HR capabilities in recruitment, operations, and management information delivery
  • Establish practical service level agreements (SLAs) in collaboration with key business units, defining HR service offerings and client expectations
  • Improve the recruitment process from start to finish, enhancing the user experience and boosting efficiency
  • Review and revamp the Talent Acquisition (TA) strategy to align with organizational goals
  • Create a compelling employer brand to attract and recruit top talent
  • Oversee payroll, pensions, and administration, ensuring end-to-end processes are efficient and meet organisational needs

Key experience and skills will include;

  • MCIPD qualified (or equivalent expertise through study and experience)
  • Evidence of continuing professional development
  • Experience of working within a large complex organisation
  • Experience of implementing various change initiatives that delivered measurable business benefits
  • Have effectively collaborated strategically with Boards, Executive Teams, and Senior Management
  • Experienced in driving cultural and behavioral change
  • Proficient in utilising HR technology and systems to improve operational efficiency
  • Skilled in planning and managing projects, ensuring timely and cost-effective outcomes
  • Can demonstrate strong leadership abilities, driving improvements and process enhancements
