Human Resources Systems and Operations Manager

Castlefield Recruitment is working in partnership with an NHS organisation based in the South East that requires an experienced Human Resources Systems and Operations Manager for a minimum three month fixed term assignment.

The Human Resources Systems and Operations Manager will be responsible for managing transactional and operations workforce services including payroll, rostering workforce information, ESR, recruitment and HR helpdesk.

Key responsibilities will include;

  • Work with the Finance Team to ensure that the HR/Workforce structure and roles within it support ESR and maintain establishment control;
  • Oversee the maintenance of HR systems, policies and procedures ensuring that they support the trust’s objectives and are applied consistently using common documentation;
  • Develop a detailed analysis of the benefits realisations and a plan to implement the next phase of the ESR realisation project. Then to lead a robust roll out programme to ensure that all trust managers are trained and competent in using the system;
  • Work closely with relevant HR colleagues and teams to manage the interfaces between HR related systems and ESR:
    • ESR (Electronic Staff Records);
    • Healthroster;
    • Learning management system;
  • To work with the senior workforce team to develop a prioritised plan (based on business value and impact) for HR service and operational improvement across the HR processes, policies, systems and contact channels;
  • Manage provision of HR query handling service for lifecycle, employee relations, agenda for change and medical and dental terms and conditions, learning & development and other services;
  • Manage and maintain provision of high quality support to HR business partners, in the delivery of workforce information, incremental advancement, appraisal and staff surveys;
  • Identify and provide recommendations for the implementation of new services and processes for the HR Helpdesk.

Key experience and skills will include;

  • Previous experience of working with a healthcare provider organisation;
  • Degree Level Education;
  • Chartered CIPD member or fellow of the CIPD;
  • Significant experience of developing integrated workforce systems and reporting data to deliver cost reduction in workforce;
  • Experience of leading the development of operational workforce plans, implementation, delivery and evaluation;
  • Resource and budget management;
  • Significant experience of leading, inspiring and motivating multiple teams;
  • Experience of contract management;
  • Understanding of workforce systems and payroll delivery.
