Job Title: Procurement Manager
Salary: £46,118 - £48,710
Working Pattern: Hybrid Working (3 days in office, 2 days work from home)
Office Location: Westgate, Barnsley S70 2DR
Barnsley Metropolitan Borough Council’s strategic purchasing, procurement and contract management team have undertaken a significant transformation of their service in 2024, to adopt new ways of working aimed at providing an efficient and effective service to support the Council Plan of Enabling Barnsley and build upon its successes as a double award winning Council (LGC Awards 2023 and MJ Achievement Award 2023).
11 posts have been filled successfully as part of this transition and there is now an additional post to join the team.
I am excited to exclusively launch a Procurement Manager post, working within Jenny Lockwood’s high-performing procurement team.
The successful candidate will be responsible for end-to-end procurement activities, working collaboratively with officers across the Council to look at the best way to deliver best value. The successful candidate will have a strong understanding of public sector procurement and the ability to shape procurement strategies to drive contractual value. Spend within the council is split across 3 ‘towers’; Core, Place and People and this procurement manager position will sit within the People tower.
Responsibilities will include:
- Responsible for end-to-end procurement activities, while working collaboratively with the services.
- Actively communicating with stakeholders
- Proactive sourcing and market shaping activity
- Carrying out pre-market engagement
- Understanding a variety of routes to market and contributing to regional working group to expand these.
Person:
The successful Procurement Manager:
- Ideally suited to a candidate with experience and knowledge of public sector regulations and changes which are coming in 2025
- Previous experience within the People category is preferred, but not essential
- Experience of working within the public sector
- Experienced with proven success of working with a variety of stakeholders
- Experience of leading procurements from pre-market to contract execution
- Familiar with category strategies e.g. areas of spend
- Level 5 qualification, with experience, or Level 6
- A confident communicator with the right skillset to work in a collaborative environment
