STAR Procurement (STAR) is a collaborative procurement shared service serving six partners across Greater Manchester and Liverpool City Region. Initially founded in 2014 by three pioneering partners, it has expanded to six partners, now encompassing Knowsley, Rochdale, St. Helens, Stockport, Tameside, and Trafford Councils. This growth reflects our commitment to enhancing procurement efficiency and fostering strong partnerships across the region.

 

Role:

 

To build on STAR’s success so far and to develop it further, the STAR Board are looking for a new Director of Procurement to lead the organisation. As the Director, you will be responsible for overall management of the STAR procurement service, supporting it’s partner organisations, chief officer and Members to deliver their corporate priorities including Social Value.

 

Duties will include;

  • Strategic leadership and management of STAR
  • Deliver tangible outcomes and improvements in line with the STAR Business Plan
  • Lead innovation, improvement and change
  • Lead commercial operations, developing strategies for new income/growth opportunities consistently
  • Drive STAR vision and objectives
  • Manage relationships with existing partners and potential new ones
  • Promote collaboration that strengthens STAR and work with other anchor institutions, businesses and VCFSE sector organisations to deliver
  • Represent STAR nationally, regionally and locally sometimes working unsocial hours/evenings to do this
  • Ensure STAR has the correct structure and operations in place to continue delivery to changing demands
  • Oversee budget management to maintain financial sustainability alongside Legal, HR, IT and Finance responsibilities
  • Ensure fit for purpose governance working in a political environment
  • Accountable to STAR Joint Committee

 

Person:

 

The successful Director of Procurement;

  • Public Sector procurement experience
  • MCIPS or equivalent relevant experience
  • Track record of strategic leadership in a multi-partner/collaborative context
  • Experience of robustly leading organisational change at a senior level
  • Evidence of working with members/senior officers
  • Conflict management at senior or political level
  • Happy to regularly travel both regionally and nationally (must drive)
  • Sound policy, project and change management
