As one of the largest employers in the region, LCC play a crucial role in shaping the city’s future and delivering essential services that enhance the quality of life for residents and visitors.

 

Role:

 

Following a large-scale transformation project, a number of new opportunities were identified within LCC’s Procurement Team. The team is now split over four category areas instead of three, and this has created six new Procurement Business Partner vacancies.

 

As a Procurement Business Partner, you will lead and influence defined areas of spend within LCC for all aspects of procurement and demand management. You will also lead on specific strategic procurement exercises and support the development and delivery of service strategies, objectives and agreed work plans. 

 

Duties will include;

  • Support the delivery of a strategic sourcing pipeline for defined category areas
  • Devise appropriate procurement strategies whilst understanding LCC spend profiles and the delivery of projects within time constraints and within defined budgets
  • Engage with stakeholders at all levels
  • Provide comprehensive, relevant and high value insight into all procurement and commercial aspects of specific categories
  • Supplier relationships management
  • Develop a stronger local supplier market ensuring that more spend is directly leveraged into the local economy where appropriate
  • fully accountable for managing the council’s resources well and complying with statutory requirements
  • Deliver value for money and identify cost savings and other efficiencies
  • Provide robust data analysis, opportunity assessment, strategy development and creation of appropriate evaluation criteria
  • Participate in and support contract management activity
  • Contribute to the delivery of the Council Plan

 

Person:

 

The successful Procurement Business Partner;

  • MCIPS, working towards or equivalent level of relevant experience
  • Experience of delivering commercial improvements
  • Working knowledge of Public Sector procurement regulations/processes
  • Experience managing complex categories of spend
  • Strong stakeholder management experience
