PMO Programme Manager

Castlefield Recruitment is working in partnership with a leading Public Sector organisation based in Greater Manchester that requires an experienced PMO Programme Manager on a permanent basis.

The postholder will provide programme management expertise, advice, and support across the organisation, leading the development and delivery of a range of Programme Management Office (PMO) programmes, projects, and business opportunities. This role will oversee PMO initiatives from early discovery through to delivery, ensuring alignment with organisational priorities and strategic objectives.

Working closely with corporate departments including Finance, Business Intelligence, Communications & Marketing, Information Technology, and Contracting, the postholder will ensure a coordinated and effective approach to PMO activity and wider business initiatives.

Key Responsibilities

·       Build strong, collaborative relationships with service areas to identify challenges and support service improvement through the effective use of PMO tools and methodologies.

·       Support operational and corporate services to identify, develop, manage, and monitor the delivery of programmes and projects.

·       Undertake horizon scanning to identify emerging technologies, PMO methodologies, and potential funding opportunities that support PMO development.

·       Actively contribute to the development of Project Initiation Documentation, Project Briefs, Business Cases, and funding applications in partnership with operational services.

·       Produce market intelligence, competitor analysis, and options appraisal reports to inform Corporate Management Team decision-making.

·       Support the Head of PMO in the ongoing development, implementation, and monitoring of the Business Plan, PMO Framework, Growth Strategy, Digital Strategy, and associated objectives.

·       Plan, coordinate, and deliver project development workshops (both face-to-face and virtual) to engage, educate, and inspire stakeholders.

·       Provide oversight of project risk management, working with relevant stakeholders to identify and implement mitigation actions.

·       Support PMO procurement and tendering activity, including market intelligence, funding and tender responses, and completion of pre-contract documentation.

·       Support benefits realisation across the project lifecycle, identifying, measuring, and tracking agreed outcomes and performance indicators.

Experience, Skills, and Knowledge

Essential

·       Degree in a relevant subject, equivalent qualification, or equivalent level of professional experience.

·       PRINCE2, MSP, or equivalent project/programme management qualification, with a proven track record of delivery.

·       Extensive knowledge and practical experience of programme and project management principles, tools, and techniques, including effective risk and issue management.

·       Significant experience of programme management at a senior level, including resource planning and governance.

·       Demonstrable experience in service transformation or change management.

·       Strong analytical skills, with the ability to interpret complex data and develop cost, benefit, and risk appraisals.

·       Highly developed communication and relationship management skills, supporting service redesign and digital transformation.

·       Understanding of co-design methodologies and user-centred design approaches.

·       Knowledge of information governance and data security legislation, policies, and guidance.

Desirable

·       Postgraduate qualification or equivalent experience in a relevant field.

·       Specialist training in areas such as Managing Successful Programmes, Agile, Change Management, Service Transformation, or Digital Transformation.

·       Experience of providing professional supervision and conducting development reviews.

·       Experience working with emerging technologies, including Robotic Process Automation (RPA) and Artificial Intelligence (AI).
