Hull and East Yorkshire Combined Authority (HEYCA) is seeking an outstanding Executive Director of Finance to join its Strategic Leadership Team. This executive role carries statutory responsibility as the Section 73 Officer and provides strategic leadership acrossfinance, procurement, commercial activity and digital transformation.

The role

Reporting to the Chief Executive, you will lead the Finance& ICT Directorate, overseeing a broad portfolio including:

• Financial services and payroll
• Procurement and commercial strategy
• ICT and digital services
• Investment, treasury and financial governance

You will ensure the delivery of high-quality professional services, robust financial stewardship and strong internal controls, while championing value for money and sustainable investment. Working closely with the Mayor, Members and senior partners, you will align financial and commercial strategies with HEYCA’s mission, supporting long-term growth and public value.

Key responsibilities

• Act as the statutory Section 73 Officer, ensuring financial, commercial and investment considerations are embedded in decision-making
• Play a central role on the Strategic Leadership Team, shaping organisational strategy and corporate outcomes
• Lead the development and delivery of the Authority’s financial strategy, including medium-term financial planning and budget setting
• Provide strategic leadership on investment, treasury management and financial risk
• Lead procurement, commercial and investment strategies, identifying new income and growth opportunities
• Oversee contract management and supplier relationships to ensure value for money and strategic alignment
• Ensure compliance with statutory financial, procurement and governance requirements, including fraud prevention
• Act as Senior Responsible Officer for major programmes and projects
• Build strong relationships with Section 151 Officers across constituent authorities to support shared ownership of the Investment Programme
• Inspire and lead a high-performing, multidisciplinary directorate, fostering a culture of excellence, innovation and collaboration
• Deputise for the Chief Executive / Head of Paid Service as required

About you

You will be an accomplished senior finance leader with significant experience operating at executive level within local government or a similarly complex, regulated environment. You will bring:

• Proven experience in statutory financial leadership and governance
• Strong commercial acumen and experience of investment and income generation
• A track record of advising senior political and executive leaders
• The credibility to influence at regional and national level
• A collaborative, values-led leadership style with a strong focus on delivery
