Service Charge Specialist

Castlefield Recruitment are currently partnering with a Housing Association in the North to recruit an experienced Service Charge Specialist on an interim basis for an initial period of up to six months. This role is predominantly remote, offering significant flexibility, although occasional travel to the offices will be required as business needs dictate.
Responsibilities:
• Conduct a detailed review of arrears levels and the aged debt portfolio to maximise income recovery, improve cash collection performance, and bring long-outstanding balances into sustainable repayment arrangements
• Analyse debtor data to identify high-risk accounts, emerging financial risks, and underlying systemic issues impacting collection rates
• Deliver immediate income recovery improvements and control enhancements to stabilise cash flow and strengthen collection performance
• Partner with the Head of Housing to develop and implement a sustainable arrears reduction strategy, improving income collection outcomes and reducing financial exposure
• Lead the transition from Standing Orders to Direct Debit arrangements, establishing robust processes and engagement initiatives to increase Direct Debit penetration and payment reliability
• Review and optimise income management systems, controls, and operational workflows to improve efficiency, compliance, and financial performance
• Identify process inefficiencies and implement improvements, including: enhanced management information, reporting tools, and performance dashboards and standardised operating procedures and strengthened financial controls
• Improve data integrity, reporting accuracy, and management oversight through the development of: Weekly and monthly KPI reporting, Arrears and collection trend analysis, Financial risk identification, monitoring, and mitigation frameworks
• Provide leadership, support, and performance management for the Income Team (2 FTE), ensuring delivery against income collection targets and service objectives
• Review team structure, capability, and resource allocation to identify skills gaps and implement development plans that strengthen income collection performance and financial outcomes
