Hull and East Yorkshire Combined Authority (HEYCA) is seeking a highly experienced and values-driven Executive Director of Corporate Services to join its Strategic Leadership Team. This is a pivotal executive role, providing corporate, governance and people leadership at the heart of the organisation and supporting the delivery of sustainable growth and public value across the region.

The role

Reporting to the Chief Executive, you will take executive responsibility for the Corporate Services Directorate, leading a broad and critical portfolio that includes:

• Governance, scrutiny and Monitoring Officer functions
• Legal services, complaints and information rights
• Human Resources, Organisational Development and staff learning
• Corporate communications
• Data protection, information governance and risk management
• Business support and health & safety

You will ensure robust governance, legal compliance and assurance across the Authority, while aligning corporate and people strategies with HEYCA’s long-term vision and priorities. Acting as a trusted advisor to the Chief Executive, Mayor and elected Members, you will play a key role in translating political ambition into effective strategy and delivery.

Key responsibilities

• Provide executive leadership for corporate, governance and people services, ensuring high-quality delivery and statutory compliance
• Act as a core member of the Strategic Leadership Team, shaping organisational strategy and outcomes
• Build strong, productive relationships with the Mayor, Members and senior stakeholders locally, regionally and nationally
• Lead the development and implementation of corporate strategies, including People, OD, Communications and Health & Safety
• Oversee the Authority’s risk management framework and act as Senior Responsible Officer for major programmes and projects
• Inspire, develop and lead a high-performing, multidisciplinary directorate
• Champion a culture of collaboration, inclusivity, accountability and continuous improvement
• Deputise for the Chief Executive / Head of Paid Service as required

About you

You will be an accomplished senior leader with significant experience operating at executive level within a complex, public-sector or similarly regulated environment. You will bring:

• Deep expertise in corporate governance, people leadership and assurance
• A strong understanding of local government or comparable statutory frameworks
• Proven experience advising senior political and executive leaders
• The credibility and presence to influence at the highest levels
• A collaborative, values-led leadership style with a track record of delivery
