Hull and East Yorkshire Combined Authority (HEYCA) is seeking an experienced Programme Director – Economy & Investment tol ead a high-profile portfolio focused on accelerating growth, attracting investment and strengthening the region’s economic competitiveness.

The role

Reporting into the Executive Director of Strategy, Devolution & Operations, you will provide programme leadership for HEYCA’s Economy& Investment portfolio. You will be accountable for the successful delivery of:

• Implementation and ongoing development of the HEYCA Local Growth Plan
• Strategic sector support for growth-driving industries, including targeted     investment, cluster development and innovation
• Trade, inward investment and business growth promotion
• Infrastructure investment and partnership development
• Support programmes for enabling and high-growth-potential sectors

You will work closely with the Mayor, Strategic Leadership Team, government departments and regional partners to translate economic ambition into measurable outcomes.

Key responsibilities

• Lead the planning and operational delivery of economy and investment programmes
• Drive implementation of shared growth priorities with government as a core element of the Local Growth Plan
• Work closely with the Department for Science, Innovation and Technology and UK Research and Innovation to strengthen local innovation capacity
• Partner with the UK Infrastructure Bank and private-sector investors to unlock infrastructure investment and support net zero and growth ambitions
• Promote Hull and East Yorkshire’s economic strengths and investment opportunities at local, national and international level
• Collaborate with the Programme Director for Employment, Skills & Healthy Communities to align skills pipelines with growth sectors
• Provide strategic advice to the Executive Director, Mayor and Strategic Leadership Team on economic development and investment
• Build strong relationships with local authorities, businesses, investors and national partners
• Lead and develop high-performing Economy & Investment teams, fostering a culture of delivery and innovation

You will be a senior economic development, investment or growth leader with experience operating at regional or national level. You will bring:

• A strong track record in economic strategy, investment and partnership working
• Experience working with government, investors and innovation bodies
• Commercial awareness and the ability to leverage public and private funding
• The credibility to represent the region on a national and international stage
• A collaborative, outward-facing leadership style focused on results
