PMO Programme Support Officer
Castlefield Recruitment is working in partnership with a leading Public Sector organisation based in Greater Manchester that requires an experienced PMO Programme Support Officer on a permanent basis.
Asa Programme Support Officer, you will play a key role in supporting the PMO Programme Manager to deliver a major transformation programme. You will help coordinate project activity, ensure alignment across multiple workstreams and departments, and contribute to programme development, monitoring, and evaluation.
The ole also provides direct project management support to the PMO Programme Manager, helping to maintain robust programme governance, monitoring, and coordination across the organisation. You will ensure high-quality project management processes are consistently applied to support effective delivery.
This role is well suited to someone with practical project management experience or strong transferable skills. As you will often contribute to work outside your direct remit, excellent communication, collaboration, and stakeholder management skills are essential.
Key Responsibilities
- Lead the definition and scoping of projects and tasks across workstreams, proactively facilitating agreement and approval of project scope, Project Initiation Documents (PIDs), project plans, resource strategies, and benefits realisation plans, ensuring alignment with overall programme objectives.
- Provide day-to-day project management and programme oversight, applying robust programme management methodologies to deliver agreed outputs, milestones, and benefits.
- Work under the direction of the Place Programme Lead, providing regular progress updates and exception reporting.
- Implement and maintain a monitoring framework to track programme activities, outcomes, and cross-programme delivery.
- Work closely with the Data, Insight and Evaluation Lead to ensure consistent data collection, reporting, and evaluation across all interventions.
- Prepare agendas and high-quality documentation for governance and steering group meetings, including RAID logs, progress reports, and exception reports.
- Support the management of steering group meetings, including agenda setting, risk and action tracking, and ensuring timely submission of papers.
- Support colleagues across workstreams to develop and monitor delivery plans, risks, interdependencies, resources, and issues.
- Ensure all workstream activity is fit for purpose and that benefits and outcomes are achievable within agreed timescales, quality standards, and budgets.
- Identify and share best practice and lessons learned to inform future planning, commissioning, and evaluation.
- Horizon scan to maintain awareness of international, national, and local policy developments, guidance, and statutory obligations, assessing their impact on programme activity.
Skills, Experience and Qualifications
- Educated to degree level or equivalent experience gained in areas such as programme or project management, workforce planning, workforce development, or operational management.
- Strong knowledge and practical experience of project management tools, techniques, and methodologies.
- MSP or PRINCE2 Practitioner qualification, or equivalent professional experience in a similar role.
- Proven experience managing multiple projects, including developing project frameworks, monitoring processes, and review mechanisms.
- Experience of performance management, including monitoring delivery against agreed timescales.
- Excellent interpersonal and communication skills, with a proven ability to work collaboratively across multiple organisations and stakeholder groups.
- Ability to present complex information, including data and statistical analysis, in a clear and accessible way for varied audiences.
- Experience of budget management, forecasting, or familiarity with project budget processes.
- Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint.
- Strong influencing, negotiating, and stakeholder management skills, with the ability to build credibility and overcome barriers to agreement.
